Learning material has an important role in distance education (DE) system. It conveys instructional content to be learned by students. The quality of learning material produced by DE institutions determines students’ learning outcome. Therefore, the institution has to focus on an intense effort in conducting a continuous improvement to increase the quality of its learning materials. This present article will discuss the procedure of developing learning material used by DE institution. The study was conducted in Universitas Terbuka (UT) – the only Indonesian higher education institution implementing DE system. To deliver its instructional content, UT applies several types of learning materials, printed and non printed materials. Document review, observation and interview methods were implemented in this study to analyze the system used by UT to develop good quality learning materials.
