The improvement of human resource development must include active participation of women. This can be achieved by providing wider opportunities dan equal chance for women to obtain tertiary education. Equality in access and opportunities are important issues for Indonesian women due to cultural and environmental barriers. The establishment of Universitas Terbuka (UT) provides opportunity for Indonesian’ women to obtain tertiary education. The aim of this research is to explore reasons women joining UT. This research was conducted in August – September 2003 and employed a survey technique with 450 women students registered at UPBJJ Semarang, Surakarta, Purwokerto, and Yogyakarta were randomly selected. The results showed that the respondents were motivated to take UT as their alternatives; due to the affordable tuition fees, flexibility of study and to broaden their knowledge.
