Rapid social, economic and technological changes as well as recent shift of paradigm in the higher education sector into decentralization and institutional autonomy necessitate higher education institutions to critically re-examine their roles and performance. Distance higher education institutions have undergone significant external pressures from stakeholders particularly in areas that relate to services, accountability, and transparency. To respond to these challenges, distance higher educations institutions need to develop a comprehensive quality assurance system as part of their continuous and systemic effort to improve their quality. This article addresses a comprehensive system of quality assurance in distance higher education, which includes 9 components with 107 statement of quality best practices, each of which delineated into detailed indicators. The 9 components encompass the followings: (1) policy and planning, (2) human resource provision and development, (3) management and administration, (4) learners, (5) program design and development, (6) course design and development, (7) learner support, (8) learner assignment, and (9) media for learning. Implementing a formal quality assurance system has the consequence of changing what applied before in an institution and requires commitment, time effort and higher cost. It also requires involvement and active participation of all staff and management across different hierarchy through clear direction, strong leadership and serious commitment from the top leaders of the institution.
