Learning process in distance higher education has been improved in several ways, in order to maintain the quality of graduates. The development of the science and technology has been accommodated into the curriculum by introducing the variety of educational means such as the implementation of field-works and laboratory exercises. A special diploma program in agricultural extension at The Indonesian Open Learning University (UT) implements this curriculum by developing a collaborative model between UT and the Ministry of Agriculture (DEPTAN). The collaborative model provides benefits to both students and institutions. Students could encountering the rich variety of learning experiences and real exercise. The collaborative model utilizes the local resources such as trainers and laboratories and also enriches students knowledge of local potential resources. Both institutions involved obtain some benefits through a collaborative model. UT could improve the distance learning networks and also implement the better quality of learning process. The Collaborative model offers DEPTAN optimal usage of its local resources and also serves as a medium to improve the knowledge of local community. Therefore, by implementing field-works and laboratory exercises using the collaborative model, the quality of student learning process will be improved, while they are still utilizing the distance education system as its mode of delivery system.
