This study was conducted to examine the quality of Universitas Terbuka's (UT) printed learning materials (modules) in terms of the course content and the strategy for presenting course materials. In this study, course content refers to the consistency of modules with the basic course blueprint (GBPP), the relevance of specific objectives (TIK) to general objectives (TIU), the relevance of course materials and test items to both specific and general objectives, while strategy for presenting course materials refers to the degree of redundancy of materials and the degree of readability. Six research reports which investigated the quality of UT’s printed learning materials in 1992 were used as samples of this study. By using meta analysis, the variables and findings of those reports were identified and analyzed to answer the research questions. The findings showed that some course materials were inconsistent with the basic course blueprint (GBPP); some specific objectives (TIK) were not derived from the general objectives (TIU); some specific objectives were not discussed in the course materials; some test items were not appropriate for evaluating the mastery of objectives; and some degree of redundancy of the course materials were found. In addition, the degree of readability was low making the course materials difficult to understand. The results of the study imply that the existing monitoring system for learning materials development should be re-examined and enhanced.
