Local autonomy should be perceived as one step for local society to empower themselves in accordance with their potency and ability with full support from their local government. In order to establish local autonomy, local government should have adequate capacity. Without it, it is impossible for local government to achieve the predefined targets. For that reason, local government should build their capacity. Capacity building is a systematic efforts covering intervention at all level: system, institution, and individuals. At system level, local government should be developed to clear and synchronize its legal framework. Institution should be developed to clear and focus decision making system, work mechanism, and coordination. Individual should be developed to allow apparatus of local government to carry out their job and responsibilities effectively.
