The increase of the Indonesian population from year to year brings the increase of water use. Especially in Java, water flow has been drastically declining into 27% during the last twenty years. The tendency to use water for the need of clean water has been sharply increasing compared to that of ground water. Conflicts of water use among the users of river water in big cities in Indonesia have been emerging and can easily turn to political issues. Utilization of river water for many purposes has decreased the water quality in the river basin. The steps to maintain water quality without disturbing the economic growth usually needs high cost. One of the alternatives to overcome the problem is to utilize a multidisciplinary approach model. This is an integrated economic model to control the quality of water river which has been constructed by the writer in Kali Garang in 1982. Such a model was undertaken successfully with the following objectives:(1) to determine the minimum total cost strategy of water treatment associated with various water quality standards; (2) to project future cost control and strategy; (3) to determine the sensitivity of optimized total cost to the levels of dissolved oxygen (DO) and biological oxygen demand (BOD) standards; (4) to compare water quality treatement cost during the dry and rainy seasons; and (5) to direct industrial location on water quality in the river basin.
