From economics point of view, the obtaining of skills, ability, and knowledge is the process of the capital or investment accumulation, which is poured in a great deal of human-capital. In selecting the skills, knowledge, and the ability, everybody is involving in competition. In fact, the competition existing when the recources are scarce. The form of the scarcity can be as fund recources manpower, and others. In the education world, the competition also exsists with its own segment. Again in selecting the opportunity of working, the competition also exsits. If the obtaining skills and knowledge are competitive the compensation (i,e wage, salary etc) will also competitive. If it does, then, the unemployment will be the big wasteful is not only applied to everybody, but also to the nation . The wasteful will be more bigger, when the group of unemployment is the product of the higher education. The education institutions can not be blamed as only cause of the existing unemployment, because it has been processing since the beginning of choosing the kind of school, institutional factors, and the policy of the educational management, as well as the correlation with other sectors. Curently there is a tendency, that the rate of open and under unemployment of high school and university graduates are getting increased. It can clearly be seen that the unbalance between the opportunity of education and job opportunities, the indication of gap as well as unfair competition among the private higher education or universities, will influence the public universities.
