Isi artikelThe paper consists of three sections. The first section aims at discribing the declining role of parliament (DPR) as law making institution. The cause of the decline, as exemplified by the similar trends in many developed and developing countries, is the increasing complexity of social, economic, and political life in the modern state. The second section is an elaboration of constitutional function of the DPR. It is argued that those functions would be materialised, as expected by many, if the spectrum of opinion and interest in the society are reflected in the composition of its membership. By implication, reforming multiparty system becomes a condition prerequisite in enchancing the role of the DPR. Some built-in mechanisms in multiparty system and proportional representation are described in the third section. These mechanisms, as commonly practised in many democracies, proved create political stability and strong government, and elemininate the syndromes believed to be inherently present in multiparty system and proportional representation, i.e, uncontrolable multiplication of parties and goverment in stability.
