On October 23, 1993, the Indonesian government introduced a deregulation related to export and import, tariff, pharmaceutical sector, environment and investment licences. It was the third policy in 1993 after the "Mei 1993" monetary policy and the "June 1993" deregulation on real sector. The October 23, 1993 policy was intended to improve investment climate and encourage export as well investment in Indonesia. This paper attempted to analyse the effect of the October 23, 1993 policy on the Indonesian economy and the regional one. It was expected that the policy may improve investment procedure and climate and increase regional income.
