Distance education has played a central role in national strategies to educate a skilled work force in Indonesia, Australia and New Zealand, although these strategies are implemented in rather different ways. Distance education has also offered a significant contribution to improving access to and increasing participation rate in higher education, allowing for the transition to achieve mass higher education, in which a majority of the population has the opportunity to study at the higher education level. This paper presents a comparative analysis of the provision of distance higher education in Indonesia, Australia and New Zealand. Discussion on each country focuses on the development of higher education, recent reform in higher education, distance education in higher education, and the impact of recent reform on distance education. Undertaking a comparative study is not an easy endeavour because each country has fundamental differences in terms of the historical, social, economic, philosophical and political factors that influence the course of the development of the higher education system. The three countries being investigated also possess different ways of implementing their policies on distance higher education due to the differences in national priorities and societal demands. Nevertheless comparative study is of significant use because we can learn from the experience of other countries in formulating and implementing policies on distance higher education.
