The main purpose of the study was to see the impact of export import tariff reduction of the Indonesian manufacture commodities after the implementation of Common Effective Preferential Tariff (CEPT) and its estimation on the value of export and import in 2003 and 2008. The model that was utilized was based on a formula developed by Ballasa and Kreinin (1967). The results of this study indicated that tariff reduction will result in trade creation. Trade creation is defined as an increase in the value of export and at the same time the decrease value of import.
