Indonesia economic crisis has driven practitioners and researchers to discover its causes. The low quality of financial sector and the low quality of government institution performance to anticipate the global challenges are deduced to be the main causes. From the view of public administration, institutional reform especially in term of economic, politic, and administrative is a must. In the short term, the aim of reformation is to construct the adequate institutions. While in the long term, to build the responsive institutions that could adapt the changing of public preference and global economic trends. According to Bromley, the reformation should be conducted through the following stages. Firstly it should begin at the policy level, and then policy makers should clearly determine the organizational arrangement. Thirdly, the operational level would be determined by designed organization arrangements. And finally, all of them perform the patterns of organizational interactions. Public administration reform has to be successfully implemented the policy level, organizational level and operational level. Changing in organization should be conducted by depth consideration of both regional and global trends. Following the current trend, the organization should be performed by the knowledge workers, in which the organizational structure should be lean and slim. Organization should also give the opportunity to its members in building their own organizational culture.
