The phenomenal growth in the service sector in recent years is generally regarded as a positive development-one that is making an important contribution to the development of new technologies and is providing entry-level jobs for large numbers of young people. This and the following three articles analyze what the rise in services means in terms of future growth prospects, the outlook for employment, the impact on incomes, and global trade policymaking. In this first article, the author cities five categories of services that traditionally have paralleled the phases of economic progress and sguggests ways in which developing countries may be able to accelerate some of the stages in the progression of their service indsutries. Ronald Kent Shelp is vice-president of Celanese Corporation. He formerly chaired the U.S. Government-appointed Industry Sector Advisory Committee on Services and the Coordinationg Committee of the Coalition of Service Industries. He is the author of Beyond Industrialization: Ascendancy of the Global Service Economy. This article, which is based on a book chapter titled "The Role of Service Technology in Development," was prepared by Mr. Shelp in 1984, when he was vice-president of American International Group.
