Entering the era of globalisation, Indonesia faces a number of challenges within the manpower sector. Monetary crisis and use of new technology in the work force will increase unemployment rate. In fact, unemployment rate will still rise significantly because Indonesia will have to accommodate foreign workers who are qualitatively more credible. In order to respond to these challenges, a development strategy is needed involving three stages: conservation, rehabilitation, and development.
