On his article, the author argues for high priority on human resources development in Eastern Indonesia. The supporting rationals are derived from the pattern of people migration and occupation and inbalance project development between western and easter Indonesia. Statistics showed that investment in the western regioan far exceeded the eastern region regardless of richness of natural resources. The statistics also showed that people from Western Indonesia migrated to Eastern Indonesia and they hold relatively higher employment status and income or while collar type. Meanwhile, people from Eastern Indonesia migrate from island to island, still in eastern region, and hold blue collar type occupation with lower status and income. Data also showed that people from Eastern Indoneia migarate to the western part for continuing their studies. Unfortunately, the number of those who migrate west is far less than who migrate east, leaving the higher status and paying jobs to people from western Indonesia. Therefore, high priority on human resources development is an imperative to fix this inbalance social development in eastern Indonesia.
