The aim of the research is to describe and explain any change in policy of land use in Surabaya, particularly in the area of West Surabaya, who will benefit and lose, and who is the most influential behind this decision making process? The research has been done throughout the city by focusing it on the related cases in West Surabaya. The informants who were interviewed are all parties taking part in the process of decision making on the city planning of Surabaya, and every institution directly having interest in the process, i.e., the city government of Surabaya, the members of the city-parliament, developers, consultants, and scholars. Data were collected in three ways: direct interviews, observations, and document studies. The collected data, then, were qualitatively analyzed. The result of this research show that, the change in the policy of land used has been implemented in the area. Firstly, the was land that previously used as city forest, now it has been changed into housing area, commercial area, office, service center, cemetery, green park, industrial estate, recreation center, sanitary, primary and secondary water channels, and transportation terminals. Secondly, land that was previously used as rice fields, and ponds (tambak) have been functionally changed, especially into industrial estate, trade center, and housing area. The investors are part of the most benefited in the policy change. The losing side in this case, therefore, are land owners and the society as well. However, as usual, the developers are the main factor in determining any decisions in the process of policy change.
