To face globalisation and reform era, the increase and the development of human resource especially for civil servants is a must. One of the reason of Indonesian economic crisis in Indonesia is the bad quality of the human resources including those in the government sector. The most important mending is intended to handle the incompability between education and job variety. Then effectivity and working efficiency should be increased by arranging job promotion in stages, better workers ratio and payment system.
