This article discusses how RW (neighborhood Association) success in organizing top down development program in south of Jakarta in Orde Baru era. Using interpretative sociology approach, it shows that the success is closely related to community's perception of top down as "provoking tool". In other word, it was indicated that the pattern of top down development is not only a mobilizations tool but also a provoking tool for proliferation of local inovations. The successful of the project is closely related to social infrastuctures of the RW community. The development of local associations and elites, and highly social participation, are the social infrastuctures that support the succesful of the project. The development of the infrastuctures have been fasilitated by the top down programs of government.
