Government regulation Number 22/1999 provides greater authority for local governments to better cater the need of their resident. However, not every resident such as those who reside in Kampong Kota (slum areas in central cities) gets benefit from implementation of the regulation. Public service, which is supposed to increase along with the implementation of the regulation, is rarely accessible in Kampung Kota. Two major aspects perceived as core problems for the rarity of the public services are the Kampung Kota’s marginalized sociopolitical position and moral subsistent. Kampung Kota is known for their self-sufficient and self-sustained efforts but this should not be used to exclude Kampung Kota while defining local policies. This article discusses Depok government’s policies in providing equal public services for its resident regardless of their domicile.
