The sixfold increase in expenditures for social security programs over the first two decades has brought benefits to many people, but, in the view of a prominent economist, has also contributed to higher medical costs and certain economic disincentives. He believes that economists have now come recognize the importance of balancing protection for individuals against the "distortions" of social insurance programs. Martin Feldstein is professor of economics at Harvard University and President of the National Bureau of Economic Research. From 1982 through 1984, he chaired the President's Council of Economic Advisers and served as chief economic adviser to the President. A prolific writer with a lifelong interest heatlh economics and the welfare state, Dr. Feldstein's books include Health Care Economics and Hospital Costs and Heatlh Insurance.
