He sees no reasons for making radical changes in the present program. A prominent educator and former U.S. Government official, Wilbur J. Cohen was with the U.S. Social Security Administration from its founding in 1935 (as the Social Security Board) until 1956. He later served as Assistant Secretary, Under Secretary, and Secretary of the U.S. Department of Health, Education, and Welfare. Dr. Cohen is professor, dean emeritus, and distinguished scholar in policy studies at the University of Michigan-Wayne State University Institute of Gerontology, and professor of pubic affairs at the University of Texas at Austin.
