Isi artikelbecause of unemployment insurance, welfare, and other government benefits, the cost of unemployment to a person temporarily out of work in the United States is relatively low, says the author, who believes that this low cost to individuals is an important factor to the persistently high U.S. uneployment rate. But he adds that the social cost of youth unemployment, particularly, can be quite high , and he warns that for a variety of reasons the causes of structural unemployment must be attcked more vigorously. Born in New York City in 1939, Martin Feldstein graduated from Harvard University and the studied economics in Greate Britain, at Oxford University for two years. In 1977, he was chosen to the President of the National Bureau of Economic Research, a prestigious scholarly research group in ew York, and was recently awarded the American Economic Association Medal which is bestowed bi-annually on an outstanding economist under 40.
