Isi artikelThe heart of the basic human needs aid strategy is an effort to make poor people more productive so that they can increase the growth of their country and at the same time benefit through income from that growth, explains this top level official at the U.S. Agency for International Development in a wide-ranging interview with Economic Impact's editor. He emphasizes that meeting basic human needs is not a "welfare scheme" or a "simple attempt to redistribute wealth in developing nations." Charles Paolillo joined A.I.D. in 1966; then left six years later to become special assistant to Senator Jacob Javits, of New York. In 1977, he was appointed by President Carter to his present post of Deputy Assistant Administrator for Program and Policy Coordination in A.I.D.
