Isi artikelSome of the realities involved in trying to make development strategies work are examined in this article by Mr. Mellor who illustrates his points by references to India and the People's Republic of China. The former, he says, illustrates the difficulties of meeting basic human needs in the context of Westen democratic political systems; the latter illustrates the tradeoff with civil rights in meeting basic human needs through radical political change. Director of the International Food Policy Research institute, John Mellor was formerly chief economist for the U.S. Agency for International Development, and prior to that professor of economics and Asian studies at Cornell University. This article is adapted from an address given by the author at the 1978 International Development Conference in Washington.
