Underlining the ever-increasing economic importance of the developing world to the United States, an Assistant Secretary of the Treasury explains specific elements of policy designed to strengthen U.S. links with the LDCs. One important element, he says, is support for the various international development banks which are "extrememly effective mechanisms" for translating assisatance into sound development programs which meet basic human needs. Still only in his thirties, Dr. Bergsten has held important positions dealing with international economic matters in the Department of State and later in White House where he served as Assistant for International Economic Affairs from 1969-71. This article was drawn from remarks made by Dr. Bergsten in Washington, D.C. in early 1978 to the International Development Conference.
