Eradicating extreme poverty on a global basis is a "multidimensional" problem that involves investment capital, technology, management skills, food production, education and family planning, says the author, a well-known development practitioner. He concludes that if basic human needs are to be met, concerted action by both developed and developing countries and through both international agencies and bilateral donors, will be necessary. Born in Canada of parents who were U.S. citizens, Mr. Williams obtained a master's degree in international economics at the University of Chicago. As the U.S. Special Disaster Relief Coordinator, he directed relief programs in Bangladesh, the Pilippines, Pakistan, Nicaragua and the Sahel area of Africa. In 1974, he was elected chairman of Development Assistance Committee of the Organization for Economic Cooperation and Development.
