Deevlopment assistance strategies-with particular emphasis on meeting basic human needs-are discussed in the following six articles by development specialists who deal with the subject from varying points of view. In this first article, the author warns that high-cost, urban-centred aid programs will have to give way to lower-cost systems which emphasize rural welfare and other practical benefits. A member of the Harvard University faculty since 1964, Lester E. Gordon has been for International Development since 1974. He has served as consultant on development matters to the U.S. government and most recently to the Brookings Institution. This article was adapted from a keynote address to the 1978 International Development Conference in Washington D.C.
