The authors examine a number of government expenditure limitation strategies that are currently being employed in the Western industrialized world, but they observe that "only in the United States is there significant elite and citizen support for reducing government's size." Carolyn Webber is an associate specialist at the Institute of Urban and Regional Development at the University of California, Berkeley. Aaron Wildavsky is professor of political science and public policy at the University of California, Berkeley, where he has also heade the Graduate School of Public Policy. His books include The Politics of the Budgetary Process, How to Limit Government Spending, and (with Ms. Webber) A History of Taxation and Expenditure in the Western World, from which this article is excerpted.
