The paper, of which this article is an abridged version, was coauthored by two experts: Professor Brimmer of the Graduate School of Business Administration at Harvard University, who returned to teaching in 1974 after eight years as a member of the board of governors of the Federal Reserve System; and Mr. Dahl, a member of the System's senior staff who-due to his professional position-expresses personal view in this context and abstains from the conclusion.
