The question of whether there should be a comprehensive New International Economic Order (NIEO)-or merely appropriate reforms to bring the existing order up to date-has become a key component in this dialog between the industrialized and developing countries. In this article, an eloquent spokesman for Third World interests argues that the demand for an NIEO essentially represents a "desire to work for equality of opportunity among nations". Mahbub ul aq, educated in his native Pakistan, Great Britain and United States, is director of the policy planning and program review department of the World Bank, and author of the widely acclaimed book, The Poverty Curtain. Dr. Cooper, a former Yale University economics professor and provost, and author of several books including The Economic of Interdependence and many articles was appointed by President Jimmy Carter to be Under Secretary of State for Economic Affairs.
