Its chairman, Henry H. Fowler (a former U.S. Secretary of the Treasury), explains that the Council's mode of work is not basic research, but policy analysis and that the purpose of this paper is to suggest the framework of U.S. action which would best reflect and express the interdependence of U.S. decisions with those of other nations. Dr Anderson and Hoffmann are associated with the private, nonprofit Batelle Memorial Institute; Dr. Rolfe is an international economist and a director of the Atlantic Council.
