The towering prestige and influence of Arthur F. Burns, for many years the United States top central banker, assure that any remarks he makes on matters of economic importance will get an attentive audience. Thus, it was no surprise that his speech to a Columbia University audience inApril 1977-from which this aricle is drawn-resulted in worldwide headlines. Dr. Burns warns of the need to bring an end to the disarrat in international finance, caused in part by the increase in the price of oil imposed by OPEC countries. Rejecting a "mood of pessimism" over payments imbalances, he provies a list of "do's and don'ts" which he believes will help ameliorate payments problems. The recipients of many honors, Dr. Burns was born in Austria in 1904; he earned his economic degrees at Columbia and has spent a long career in academic and government economics work. After service as chaiman of the Council of Economic Advisers under President Eisenhower, he was appointed chairman of the board of governor of the Federal Reserve System in 1970, a position he held until January 1978.
