In the following overview, focusing in particular on the changing patterns in global economy, four distinguished writers-from Europe, Japan and the United States-examine some of the major tasks and options facing the international community at the outset of the last quarter of this turbulent century. The first contributor is oil economist Walter J. Levy, who was once described in The New York Times as ' the confidant of presidents, shahs and sultans' and whose talents have been more in demand than ever since the energy bombshell burst on an unprepared world in 1973. Born in Hamburg to a family heade by a noted German lawyer, the younger Levy obtained his doctorate in llaw at Kiel University in 1933. He later joined the Petroleum Press Service in London and, during World War II, undertook a 'temporary' assignment for the U>S> Office of Strategic Services in Washington D>C>; that lasted until hostilities ceased. In 1949, he opened a consulting office in New York whose walls soon became covered by framed testimonials and pictures autographed by the heads of state who sought his counsel. As the world grapples with an oil problem whose solution, or lack teherof, will shape the course of history, Dr. Levy advises that unless producers and consumers find a way to cooperate in respect for each other's urgent needs, both will be unsuccessful in satisfying them.
