The problems of income distribution in the development process, or in developing countries, have been discussed for a long time. Particular mention should be made of the studies undertaken, amongst others, by Kuznets (1955) and Chenery et al. (1974), who mainly emphasized the long-term development perspectives of the distribution problem. During the 1980s this discussion was pushed into the background due to the extraordinary consequences of the debt problem; subsequently, however, by the time that the social implications of the adjustment programmes had become apparent, problems of poverty and income distribution were again accorded a higher priority, but this time with a stronger accentuation on the shorter-term problems arising from the difficulties of adjustment.
