Isi artikelIt has always been one of the most stimulating challenges of quantitative economic research to make a speedy assesment of the income and trade effects of the multi-lateral customs tariff reductions in the framework of GATT, and to publish these-in some cases even before the actual negotiations have finished. This was done simply for epistomolgical reasons, but also on the commission of the institutions with an interest in the outcomeof the negotiations or of the major parties to the negotiations. The underlying intention was to counter the criticism of those interest groups who would be adversely affected by an opening up of the markets that the compromises made were too generous, and to propagate the idea of "win-win" strategy, that is to say, opening up international markets benefits everybody, not only consumers but also those in work, those seeking work and the owner of the capital, by allowing existing resources to be used more efficiently and by mobilising new resources.
