With remarkable internal economy dynamism, Latin America is currently in the process of reassuming a more active role in the global economy. After the eruption of the debt crisis at the beginning of the 1980s, the region has gone through painful learning process in order to redefine its position within the global economic system. In retrospect, however, the lost decade of 1980s, the decada perdida, can by all means be regarded as an opportunity; for it make it imperative to end the long-since obsolete strategy of import-substituting industrialization and set structural changes in motion which may provide the basis for a new dynamic of growth and development in the Latin America economies.
