Abstract
Juvenile delinquency is a massive and growing problem in Malaysia. The number of juveniles brought to the court has increased dramatically in the last few years. The available data from the Malaysian Crime Prevention Foundation revealed that number of cases brought to the court increased by 50% between 1994 to 1998. Most of the juveniles arrested( about 60%) were in the age group 16-18 years .This was followed by juveniles in the age group of 13-15 years. The least number of cases were found in the age group of 10-12 years.2 What is even more of concern is not only the rising rate of juvenile delinquency but the initial stage of involvement of children in delinquent behaviour has become younger3 .The cases reported by the Royal Malaysia Police also show an increase in juvenile delinquency cases. In the year 2003, the Malaysian police handled 5455 juvenile cases. This number went up to 5996 in the year 2005 an increase of 9.9 %.4
Generally it was perceived that delinquent activities mostly take place outside the school compound. Lately with the increasing number of reports of gang activities inside the school compound as reported in the local media has altered this belief.. This trend has posed certain questions on the possible causes of high rate of juvenile delinquency. In this paper an attempt will be made to define juvenile delinquency and discuss the causes and incidence of juvenile delinquency in Malaysia. It will briefly examine some factors contributing to its rise. In addition, this paper will outline the role of various agencies in dealing with the problem of juvenile delinquency. Effort will also be made to come out with certain suggestions to minimize the incidence of juvenile delinquency in Malaysia.
