Isi artikelIndonesia has experienced various kinds of public administration systems which represent atrimonial governance since precolonial era. Patrimonial governance corresponds to corruption of public resources and property for maximizing personal interests of rulers. Patrimonial governance in the reform era even wider than before as decentralization the government introduced has brought about the decentalisation of corruption in local governments. Although organizational structure, standard operating procedures and the law enforcement are important for public administration reformation, they will be useless if the behavior and attitude of rulers or administrators are corrupt or immoral. Two main basic moral resolutions for reformation requires: strong willingness and commitment of rulers to improve their behaviors and attitudes in governing public resources from "bad practices" to "good practices" which emphasize on "public interest" but not for their own "personal interest"; and strong commitment and willingness of any stakeholders to change or reform any irresponsible or immoral behavior or attitude of rulers and any other stakeholders who undermines public interests through paradigm, change and or social capital.
