The July 2007 election for the House of Councillors resulted in a major change in the makeup of the chamber, with the ruling coalition losing its majority and the apposition Democratic Party of Japan emerging as the largest party. This has once again brought into relief a distinctive feature of parliamentary politics in today's Japan, namely, the fact that the upper house play a major role in shaping the relationship between the political parties and can even effectively determine the fate of the cabinet.
