For The First time in 18 years, the people of Burma will go to the polls this month, in a referendum on a new constitution. But this ballot is very different from the elections in 1990 which saw Nobel laureate Aung San Suu Kyi's party, the National Leagua for Democracy, win 82% of the parliamentary seats.
