It is now widely agreed that to improve an individual school, you need a vision. What about the movement as a whole? As a conscious movement, we are really very young. It is obviously risking disaster to attempt such a brief historical overview, but, crudely, I read the story like this: About 30 years ago, we came to understand the impact of poverty on schooling. Children were no longer segregated into different secondary schools, but social justice eluded us in the high correlation between socioeconomic factors and attainment. This was initially explained in terms of language deficit (unproven) and (more convincingly) to cultural capital.
