This article addresses issues that have arisen in planning for short-term language teaching projects. It is based on the authors' experience in developing and refining a four-week Business English program that has run every summer for the last three years. Issues that are described include the expectations of client groups who have interests in the program; conflicting instructional paradigms, specifically the differences between ESP and ESL programs; theoretical notions which support the approach taken in the program; and how program and curriculum development can be refined through multi-level assessment of students, student feedback, institutional resources and classroom activities. Recommendations are made based on the authors' progressively growing insight into program planning. These recommendations satisfy planning constraints, are adaptable to a wide variety of program situations and learning needs, and can help to produce a meaningful and relevant experience for the students in the target language.
