Rice is Indonesia’s single most important commodity: almost all of her 220 million people consume it, and for most it is the staple food. Rice is also an important part of the rural economy: although only 38% of rural households actually grow rice, many more are connected to the r8ice economy through services, labour and trade. Getting rice policy right is therefore essential for food security and for income and employment growth in rural areas. Rice policy has gone through three passes since the early 1970s. During the first phase, the New Order government invested heavily in subsidized inputs, irrigation infrastructure and research and extension systems, giving rise to rapid acceleration in the annual growth of rice production. Price stabilization was achieved during this period and through to the late 1990s by giving Bulog, the national logistics agency, an explicit price stabilization mandate and import monopoly and resources to achieve it. This combination of policies led to improvements in food security and price stability, but growing corruption in Bulog after the early 1990s undermined its legitimacy and ability to carry out its mission.
