Hannan is ordinary sort of city in southern Osaka Prefecture with a population of just under 60,000. Hannan City Hospital was first struck by crisis in January 2007, when Wakayama Medical University, which supplies doctors to the hospitals, announced that it wanted recall one of the six full-time physicians working in the internal medicine departement. The hospital switched to a five-person setup, but in March another doctor left to a start a private practice.
