The security sector has expanded to include all those (whether statutory or not) that have an impact in the provision of (in) security in a given country. While there is interest on reforming the security sector shared by the government, the donor community, and multilateral organizations, it could be observed that not much parallel effort is coming from civil society in the Philippines.
