The dairy farming system in Indonesia is Indonesia is dominated by smallholder dairy farming. Their production is mainly intended to milk import substitution. In this regard, it is important to know the economic incentive and the comparative advantage of the domestic production. THe analysis of nominal rate of protection showed that the durvival of the dairy farming system merely due to the excessive protection from the government. The large scale of dairy farming has comparative adventage showed by domestic resource cost ratio less than one (0,94). The smallholder dairy farming are very sensitive to the level of production, international dairy product price, and less sensitive for forage price, wage rate and rate of interest.
