This paper will describe an alternative approach to give contribution in solving many issues associated with the urban nomads problems in urban areas. It is important to involve them in the development process to promote participation, institutional building, sustainability, equity and self-governance. The alternative perspective sees that the urban nomads as the participants in the developments must be considered as the subject of development. They know how to organize and govern themselves to attain collective benefits in situation where the temptation to free ride and to break commitments are substantial. The problems faced by urban nomads in urban areas are not enough solved by security, law and order, or economic approaches. Besides this, the existence of urban nomads in urban area must not be solved by arresting them or forcing them to stay in the social shelters. As the urban societies or social scientists, we must also try ro recognize the dignity of diverse culture pattern and there are a variety way to be human as the urban nomads community (Spradley, 1970: 4-5).
