Seminar on National Language Policy in 1999 recommended that the Test of Indonesian Proficiency (UKBI) become a part of language cultivation programs. Language cultivation is one of the major programs carried by the National Language Center, the Ministry of National Education, with the aim to increase the quality of language use, including the increase in language attitude, knowledge, and skills. As a continental program the cultivation should be set out toward language users from the evaluation of language proficiency to which the program is targeted. UKBI is a measurement instrument designed to evaluate one's language .proficiency without considering where and when his or her proficiency is acquired. Through this evaluation system, one's weakness and lack of language skills can be detected making us able to plan the language cultivation program well and directly to the targeted users. As an illustration, the result of the UKBI test for five years (1999-2004) for approximately 8.000 Indonesian language speakers shows the proficiency level of Semenjana. This result indicates that speakers of Indonesian are only capable of using the language in survival and social communications.
