When the Bank of Japan announced the end of its policy of quantitative easing inMarch 2006, many market participants must have been left with unsettled feelings. After all, the decision abruptly ripped out the guidepost people had been relying on to anticipate future monetary policy, namely, the central bank's earlier declaration that quantitative easing would not be brought to a halt until the rate of change in the consumer price index had moved out of the negative range.
